Your faction's 15k Armor place (The place after Eternal Grove/Gylya Hatchery)

Actually its after the last mission of the game. The crafter at the Vasburg armory and the LEviathan pits is 15% always -5 energy.

Imperial Palace. It's the last mission of the game. After winning you enter an area called Divine Path. Only way in is to beat Shiro every time.
